I can't agree more. Local schools, like local businesses, know how important it is to remain close to their customers, to talk to them regularly, and to make sure that word-of-mouth is their best marketing. Historically local schools have been the norm, and private schools are almost entirely local. In the state sector a local accountable federation is clearly the best way to ensure that all students are given opportunities. Larger businesses can lose sight of this and I fear that academy chains with one school in each large town might focus on selecting the 'best' students to show off their results, to the detriment of others.
So, the 'Heads'' are going in the right direction! However, as a teacher, I'd also like to add to their wishlist the need for teachers to be given high-quality professional development, the opportunity to learn from and take part in proper educational research in partnership with universities, and the time to do this properly (like say, Finland...).
